Committed
Money is moving through a binding vehicle — a grant award, executed contract, or contribution to a pooled fund.
Pledged
Includes MOUs, multi-year pledges subject to future appropriations, and solicitations not yet awarded. Signals direction and scale — over time, some pledges become commitments; some don't.
Milestone
Strategy releases, delivery events, legislation, and conferences. No new spending, but sets the framework for what follows.
